Under the supervision of the Health Program Manager and
in strong coordination with the Director of Programming and
Training, the HIV Program Coordinator assists the health
team in the development and execution of PC (Peace Corps)
Namibia PEPFAR (President’s Emergency Plan for AIDS Relief)
funded HIV activities and interventions. The HIV coordinator
is responsible for coordinating communication about such
activities between Peace Corps and US interagency partners,
including participating on Technical Working Groups and
serving as a key point of contact with stakeholders such as the
Ministry of Health, and the Namibia PEPFAR HIV Coordinating
Team. The coordinator is also responsible for liaising with PC
staff and Peace Corps’ Office of Health and HIV/AIDS (OHHA),
on all PEPFAR-related matters and ensuring PC/Namibia
meets all relevant documentation and reporting deadlines
.
He/she will also co-facilitate during mandatory trainings and
work with Volunteers towards mitigating HIV and AIDS in
underserved and disadvantaged communities towards the
attainment of the UNAIDS 90 90 90 goals and the elimination of
Aids by 2030. An essential element of these efforts will include
supporting the Health team in the collection and dissemination
of emerging best practices and resource Volunteers in the field.

S/he will work closely with other Peace Corps sectors i.e.
Secondary and Upper Primary Education Program (SUPEP)
and Community Economic Development (CED) sectors to
integrate HIV/AIDS in their programs.

This position is PEPFAR-funded with a renewable yearly
contract subject to the availability of funds and work
performance.

Duties and Responsibilities include but are not limited to:

1. HIV Program Coordinator
• As a member of PEPFAR Country Team (PCT), represent
PC Namibia as required with other US government agencies
in the fight against HIV/AIDS in Namibia. Actively participates
as appropriate, in Interagency PEPFAR team meetings,
including weekly team meetings, technical working groups,
work plan meetings and reporting meetings etc. Ensures
timely responses to requests from the PEPFAR Coordinator
and Interagency team.
• Participates in community, regional and national HIV related
activities and ensures feedback to PC Health team.
• Provides up to date information regarding relevant
legislation; national policy changes; contact information of
relevant local organizations, institutions, and agencies; and
other relevant published resources.
• Assist in the coordination of PC Namibia’s development and
implementation of the Country Operating Plan (COP). Peace
Corps will focus its HIV activities under the COP program in
areas of prevention, care including OVC and PLWHA.
• Ensures PC Namibia meets all deadlines to submit quality
annual COP and other reports documentation as required by
US Mission in Namibia and PC Washington.
• Liaises between PC staff, PCT, Office of Health and HIV/
AIDS (OHHA), and PCVs on all PEPFAR-related matters.
• Monitors all PEPFAR-funded and other HIV related activities
to ensure that they meet OGAC and PC requirements. Assist
in maintaining all project records and files and perform
project administrative duties.
• Establishes working relationships and coordination with the
host country government, communities, non-governmental
organizations, and other institutions to encourage maximum
participation in, and support for, PCV projects.
• Assist in the coordination of activities that support National
Health interventions such as National HCT week, World
AIDS Day.
• Assists in all HIV/AIDS and PEPFAR-related monthly,
quarterly and yearly monitoring and evaluation reports.

2. HIV/AIDS PROGRAM DESIGN, TRAINING AND
IMPLEMENTATION

• Works with health program staff to design, plan, coordinate
and conduct sector training programs in health education
and other HIV and AIDS-related area to all Peace Corps
Volunteers and counterparts.
• Ensures that PEPFAR activities are integrated in SUPEP
and CED programs and works with sector Program staff
to develop related interventions and support PCV’s in the
successful implementation of such activities.

3. M & E

• Plays a major role in writing programming documentation
including the annual PEPFAR Implementation Plan,
contributes to the Country Operating Plan (COP), PC partner
quarterly reports Volunteer assignment descriptions, funding
requests.
• Works in collaboration with PC MRE to ensure PCV’s are
achieving PEPFAR goals and indicators
• Provide a key role in HIV related program monitoring and
evaluation for the Namibian management team, working in
close coordination with the M&E Coordinator.

4. DIRECT PROGRAM SUPPORT

• Assist in providing technical guidance to PCVs including
responding to PCV requests for technical information,
identification of community projects and advise on small
grant application.
• Conducts site visits and supports the Program &Training
team in the site selection process ensuring alignment to HIVrelated
goals and objectives.
• Supports Health Program Manager to provide clear guidance
to Volunteers regarding Peace Corps policies and enforces
those policies in a fair and consistent manner.
• Contributes to the preparation of PCV welcome packs,
preparing trainee handbooks, PCV handbooks, and other
post documentation dealing with the recruiting, selecting,
placement, training, and support of PCVs.

5. GENERAL ADMINISTRATION

• Addresses Volunteer safety and security by adhering to
Peace Corps site development policies and procedures.
Identifies and immediately communicates Volunteer safety
and security concerns and issues to the Safety and Security
Manager (SSM) and the Country Director (CD).
• Assists Program Managers and PTA to ensure that
prospective sites meet established programmatic and
safety/security criteria (e.g., safe housing, a clearly defined
assignment with an organization that shows real interest in
working with a Volunteer, etc.).
• Reviews and references site history files when evaluating
potential sites, and incorporates appropriate safety and
security-related information into site history files. Monitors
Volunteer compliance with Peace Corps policies, especially
related to safety and security. Participates in the design
and implementation of the Emergency Action Plan
(EAP). Acts as duty officer, as needed.
• Responsible at least twice per year for receiving and
responding to any phone calls from Volunteers on the
Emergency Duty phone and responding appropriately;
training will be provided.
• Perform other duties as assigned by the DPT/PM.

6. Minimum Requirements

• B-Degree in the field of HIV/Aids, Social science or related
field. An advanced Degree will be an added advantage.
• At least three years of experience progressively responsible
in HIV prevention, including proven track record of
administrative experience.
• Familiarity with PEPFAR-funded programs is an added
advantage.
• Extensive knowledge of HIV and AIDS interventions done
at the community level, techniques on training a variety of
audiences in prevention and care and knowledge on how
to streamline gender and stigma and discrimination into this
work.
• Must demonstrate strong communication skills with an ability
to work collaboratively and collectively with a diverse group
of people in a multicultural and multilingual environment.
• Strong and effective communicator in English.
• Ability to develop and maintain mid-level and local contacts
within the host government, international aid agencies, and
private sector.
• Ability to plan, organize and execute specific activities within
the field of HIV/AIDS and to prepare precise, analytical
reports.
• High level of comfort with computer skills (Microsoft Office)
required and detail-oriented administrative skills (filing,
typing, etc.)
• Code 8 driving license
