SYSTEMS ADMINISTRATOR
PATTERSON JOB GRADE — C 4
DUTY STATION: Windhoek
Purpose of the Position:
Responsible for effective provisioning, installation/configuration, operation, and maintenance of Road Fund Administration's systems hardware and software and related infrastructure. Ensures that system hardware, operating systems, software systems, Ebizframe application and related procedures adhere to organizational values and goals.
Key performance areas:
- Planning, administer and maintaining of all RFA computer systems, network functions and ensuring security thereof.
- Providing first level of support to the RFA's Ebizframe application and Oracle database.
- Assisting project team with technical issues and advising strategies for efficient acquisition and utilization of ICT devices, systems and software.
- Technical research and development to enable continuing innovation within infrastructure and identify approaches that leverage resources and provide economies of scale.
Experience and special knowledge requirements:
• At least five (5) years networks and systems administration experience
• At least two (2) years Oracle database administration experience
• Knowledge of SharePoint and administration of virtual environment using
VMware will be an added advantage
• Code BE Driver's License
Qualification Requirements: Bachelor's Degree in Information Communication Technology. NQF Level 7.
Procurement Officer
PATTERSON JOB GRADE — C3
DUTY STATION: Windhoek Purpose of the Position: Responsible for all administrative and logistic support within in the RFA, as well as management of the procurement and inventory function (including Corporate Services budget monitoring).
Key performance areas: 1. Supervise and Expedite the Procurement Process to Point of Delivery- Be able to develop an understanding of the RFA business requirement and operations implement and coordinate integrated procurement process
- Implement and coordinate integrated procurement strategies
- Maintain internal control over the procurement process Monitor the supply, on time delivery and quality of all purchasing undertaken
- Liaise closely with the Finance Department on payments of invoices
- Maintain a complete and update procurement's records system on Electronic Purchasing Model
2.Supplier Performance Management - Must have a good negotiation skill
- Monitor, evaluate and select supplier
- Office management and coordinate with stakeholder
3.Execute Procurement Contract and Tender Process - Be able to maintain adequate structures, procedures, controls and resources
- Arrange internal Procurement Committee Meetings
- Minute taking and keep proper record of all Procurement Committee Documentations
- Assist with the drafting of tender notices and preparation of tender submission to the procurement Committee
- Ensure the safe keeping of the tender box keys.
4. Legal Compliance - Be able to identify or monitor relevant legislation and regulations for provisions or amendments
- Establish control to ensure that provisions or amendments are implemented
5.Budget, Reporting and Document Control - Monitor and manage costs within budget parameters
- Provide input and data support ongoing budgeting and strategic planning process
6.Manage External Relationships- Be able to identify and develop strategic supplier or partnerships to support RFA's business goals
- Establish and maintain relationships with external suppliers, services providers, individual or business customers
- Perform regular client satisfaction surveys to determine effectiveness of purchasing functions
Experience and special knowledge requirements:
• Minimum of five (5) years relevant working experience in general administration and procurement environment
• Code BE Driver's License
Qualification Requirements: • Grade 12 plus a Certificate in Office Administration or Procurement or Similar qualification
• A Diploma or Degree in Office Administration and or Procurement will be added advantages, NQF Level 3
• Excellent communication
