OFFICE OF THE CHIEF EXECUTIVE OFFICER
JOB TITLE: PUBLIC RELATIONS OFFICER

PRIMARY FUNCTIONS:

To promote and retain the town Council’s image through publicity, liaison with the
industry, media and public sector. Also, to ensure good relations and understanding
between the public and the Town Council.

KEY PERFORMANCE AREAS:

• Corporate public relations

• Internal and external communication

REQUIREMENTS:

• National Diploma in Public Relations
• Three (3) years relevant experience in Public Relations
• Valid Code B Driver’s license
• Good communication / Interpersonal skills
• Media exposure
• Computer literate, i.e. Microsoft Office, Graphic design programmers and Desktop
Publishing
• Ability to handle confidentiality



DEPARTMENT: FINANCE

JOB TITLE: ACCOUNTANT- EXPENDITURE AND BUDGETING

PRIMARY FUNCTIONS:

Responsible for the accounts payable functions as required and directed. The
incumbent will be responsible for the management and control of Council’s
expenditures. Also responsible for the administration functions to the budget and to
assist with the preparation of the annual statements as well as the General Ledger
and to simultaneously effect the store procurement functions.

KEY PERFORMANCE AREAS:

• Accounts Payable.
• Expenditure and Budget control.
• Creditors.
• Asset Management & Procurement.
• VAT reporting.
• Payroll.
• Advice and reports.
• Staff supervision.

REQUIREMENTS:

• Grade 12 with a National Diploma in Financial Accounting, with a minimum of
three (3) years experience in similar position and at least 2 years in a supervisory
capacity.

Or

• Grade 12 with a Degree in Accounting/Finance or Auditing, with a minimum of
three (2) years experience in similar position and at least 1 year in a supervisory
capacity.
• A sound working knowledge of Financial Accounting Information Systems
(knowledge of Finstel will be an added advantage).
• Leadership, Communication, Management and Organizational Skills.
• Sound knowledge of GAAP, VAT Act, Income Tax Act and Local Authorities Act
(background in municipal environment would be an added advantage).




DEPARTMENT: INFRASTRUCTURE AND TECHNICAL SERVICES

JOB TITLE:
CHIEF TECHNICIAN- ELECTRICAL

PRIMARY FUNCTIONS:

Responsible to plan, schedule, assign and supervise the work of subordinates
engaged in the construction and maintenance of overhead and underground electrical
distribution systems, substations and street lighting; to provide technical assistance
and training to subordinates and to do related work as assigned.

KEY PERFORMANCE AREAS:

• Plans construction work for electricity services.
• Inspects electrical lines.
• Maintenance of Electrical Infrastructures.
• Equipment and Tools availability.
• Statutory provisions.
• Administration & Reporting.
• Staff supervision.

REQUIREMENTS:

• Grade 12 with a recognized Level-3 Trade Diploma plus completed apprenticeship
as Electrician Electrical will be an advantage.
• Must be in possession of a medium voltage operating certificate including
operating 11000v three phase distribution systems maintenance, operation and
construction.
• Wireman license would be an added advantage.
• Three (3) years practical experience in supervision of work teams.
• At least seven (7) years of experience in the installation, repair and maintenance
of electrical lines.
• Valid code BE driver’s license with a PA permit as a legal requirement.
• The ability to work outdoors in adverse weather conditions.

DEPARTMENT: HEALTH, CLEANSING AND WASTE WATER

JOB TITLE: SHIFT OPERATOR (EFFLUENT TREATMENT PLANT)

PRIMARY FUNCTIONS:

Supervise and operate the SCADA system (computer) and operate the infrastructure
on the plant to achieve wastewater treatment of an acceptable standard

PERFORMANCE AREA

• Inspect the plant daily.
• Record daily data per data sheet and check for abnormal metered units.
• Report any abnormalities immediately.
• Oversee SCADA monitors to check whether all equipment is functioning properly
under operation.
• Inspect and report alarms to the Supervisor.
• Ensure chemicals are sufficient, replace if required.
• Do minor repairs on the plant (example: fasten or adjust bolts).
• Assist to repair and or replace faulty equipment as per the instructions from
Supervisor.
• Perform tests for water analysis as instructed by the Supervisor.
• Ensure that all buildings, pump stations, other equipment and terrain are kept
clean and tidy.
• Ensure sludge drying beds are emptied.
• Ensure proper Housekeeping is done at the Effluent Treatment Plant
• Execute any other reasonable tasks as instructed by the superiors
• Ensure that all health and safety procedures and measurements are followed.
• Staff supervision and administration.

REQUIREMENTS:

• Grade 12 with a Certificate or Advanced Certificate in Fitter and Turner
• Preferably 2 to 3 years relevant practical experience.
• Valid driver’s license (BE).
• Willingness to work irregular hours (Shifts)
