VACANCY: JUNIOR TECHNICAL ADVISOR
FOR: The Debushing Advisory Service

The Bush Control and Biomass Utilisation (BCBU) Project aims to support
sustainable control of bush encroachment in Namibia. Its primary objective is
to develop and improve strategies and methodologies for bush control in the
country. The “De-bushing Advisory Service” (DAS) is an important capacitybuilding
aspect of the BCBU Project.

For this initiative, GIZ is seeking to recruit a Junior Technical Advisor.
Applications from highly motivated professionals are invited.

Responsibilities include:
The Junior Technical Advisor is responsible for
• providing administrative services for the programme
• meeting the administrative needs of the office independently, with a
minimum of intervention
• ensuring that financial and administrative regulations are complied with

Main tasks:

• Finalisation and implementation of the DAS institutional framework and
business plan including a financial strategy
• Implement and grow a service BCBU portfolio which ensures sector
relevance and at partly commercial viability
• Active stakeholder mobilisation and management including a wide
scope of stakeholders in the farming community both in commercial and
communal areas
• Coordinate the development of information/advisory services, training
courses and user-group-tailored advisory packages
• Promote the use of existing information materials and decision support
systems
• Ensure knowledge transfer from policy and legislative level to project
implementation level and vice versa
• Facilitate and monitor the Development and implementation of a Bush
Information system
• Develop the concept and advise on implementation of a BCBU M&E system
• Support the Drafting of project ToRs and contract monitoring
• helps organise events and document meetings, workshops and seminars
within or outside the project
• helps prepare visitor programmes, draws up travel schedules, organises
transport of visitors and makes hotel and ticket reservations
• helps create and maintain a filing system for the office or project, treats
information confidentially, specifically in the areas of personnel and
finance
• updates the filing system daily with incoming and outgoing correspondence
• ensuring constant website updates and maintenance
• performs other duties and tasks at the request of management

Required Qualifications, competence and experience

• University degree in natural resource management or related specialisation
• Professional experience in project management related field will be an
advantage
• good working knowledge of ITC technologies (related software, email, the
internet) and computer applications (e.g. MS Office)
• very good knowledge of English;
• At least 3 years’ experience in working with donor funded project
• Driving Licence (Code B)
• willingness to upskill as required by the tasks to be performed –
corresponding measures are agreed with management

VACANCY: PROJECT ADMINISTRATOR

For this initiative, GIZ is seeking to recruit a Project Administrator. Applications
from highly motivated professionals are invited.

Responsibilities include:
The Project Administrator is responsible for

• meeting the administrative needs of the project independently
• ensuring that GIZ financial and administrative regulations are complied
with
• being the central contact for management of all contracts (financing
agreements, local subsidies, consulting/appraiser contracts) and
procurement
• performing tasks in compliance with GIZ’s Orientation and Rules (O+R)
• purchasing materials and equipment for the project in accordance with
GIZ rules and regulations
• coordinating effectively with colleagues in the technical division and with
contract/procurement officers at the Country and Head Office

Main tasks:

• Guide and support the project (team) by facilitating contracting processes
for goods and services
• Handle contract management in line with set GIZ procedures and
regulations
• Perform all standard financial procedures and monitoring for contracts in
line with regulations
• Ensure that all contract files (financing agreements, local subsidies,
consulting/consultant contracts, architect and construction contracts) are
at all times complete
• Continuously works on improving the processes between the country
office and the project, and technical and administrative sections of the
project
• Guide and support the project (team) by facilitating procurement processes
• assist with checking goods, invoices, goods inwards receipts and other
(delivery) papers and payment instruction
• arrange for the safe transfer of goods to their destination
• document and file properly completed orders
• preparation of programme budget planning
• monitoring expenses in accordance with the budget
• Manage and monitor the monthly accounting and financial plans
• financial management, such as cash withdrawals, keeping the cashbook,
bank accounts, preparing and entering vouchers
• check travel expense statements of staff for approval by the superior

Required Qualifications, competence and experience

• University degree in Business Administration or in relevant specialisation
• At least 5 years’ professional experience in a comparable position
• Good knowledge and experience of procurement and contract
management
• In-depth understanding of financial planning, accounting
• Proven experience with confidential handling of data and information
• good working knowledge of ITC technologies (related software, email, the
internet) and computer applications (e.g. MS Office)
• Acquaintance with accounting software
• Willingness to upskill as required by the tasks to be performed –
corresponding measures are agreed with management
• Previous working experience in development cooperation, and with GIZ
would be an advantage:
• very good knowledge of English language
• German language skills would be an advantage
• Drivers licence

VACANCY: IT OFFICER
FOR: GIZ Country Office - Windhoek

For this initiative, GIZ is seeking to recruit an IT Officer. Applications from highly

Responsibilities include:
The IT Officer is responsible for

• ensuring that IT systems operate and function correctly according to IT
industry best practices
• implement mandatory GIZ IT standards and recommendations
• perform scheduled as well as unscheduled updates and upgrades of IT
systems
• provide technical 1st level IT support to projects and their staff upon
request
• prepare and keep up-to-date the complete IT documentation for servers,
network etc.

Main tasks:

• ensure that the used equipment (servers, desktops, notebooks, switches,
printers etc.) complies with GIZ IT standards
• maintain server, client computers, printers, mobile phones, digital
cameras, scanners and other equipment
• recommend new purchases to the administrative manager, based on
the standards and recommendations given by GIZ and the lifetime of the
current equipment
• keep the equipment inventory up-to-date
• install, configure and maintain all standard GIZ software (e.g. Windows 10,
Server 2016, Office 365 Pro Plus, SAP GUI, WinPACCS (customized GIZ ERP
software)
• review current filing and data storage practices and make recommendations
for optimized procedures
• perform software updates and upgrades of operating systems, applications
and add-ons: on a regular basis and unscheduled if critical security fixes
require one to do so
• provides users with operating instructions and support
• ensure operational reliability by performing stability and usability tests of
updated and upgraded software
• maintain and updates existing project web sites
• coordinate major modifications to the existing home page in consultation
with office or project management staff
• manage and ensures general administration all IT systems on premise
• ensure all relevant equipment is connected to a UPS, i.e., servers, switches
and routers
• perform other duties and tasks at the request of management

Required Qualifications, competence and experience

• BSc/MSc in IT
• Current IT industry certifications (e.g. MCSE, MCP, CCNP) are an asset
• At least 5 years’ professional experience in a comparable position
• Excellent working knowledge of current IT technologies, applications and
best practices
• Very good knowledge of English language
• Regularly take part in qualifying measures – corresponding measures are
agreed upon with management
• German language skills would be an advantage
• Drivers licence

VACANCY: FINANCE OFFICER
FOR: GIZ Country Office - Windhoek

Responsibilities include:
The Finance Officer is responsible for
• Administration and verification of invoices, financial reports, and internal
control
• Administration and verification of financial settlements of any type of
contracts and/or agreements

Main tasks:

• Ensure Invoices adhere to GIZ and Namibian requirements
• Check for validity of contract (signatures, dates etc )
• Ensure supporting Documents are in place - Timesheets, Report,
Confirmation of Performance, etc.
• Ensure correctness of Information entered in SAP
• Check entire accountability submitted (all vouchers)
• Filing of processed documents correctly
• Perform internal controls at the projects in Namibia
• reports all problems with financial administration and compliance without
delay
• perform other duties and tasks at the request of management
• Monitoring of payments
• Monitoring and follow-up on receiveables

Required Qualifications, competence and experience

• BA in accounting and auditing or similar area
• At least 3 - 5 years’ professional experience in a comparable position
• Good working knowledge of ITC technologies (related software, email, the
internet) and computer applications (e.g. MS Office)
• Acquaintance with accounting software
• Willingness to upskill as required by the tasks to be performed –
corresponding measures are agreed with management
• Previous working experience in development cooperation, and with GIZ
would be ideal
• Very good knowledge of English language
• German language skills would be an advantage
