JOB ROLE
The Governments of Angola (Ministry of Energy and Water, through Cunene, Cubango and Cuvelai River
Basin Authority - GABHIC) and Namibia (Ministry of Agriculture, Water and Forestry) invites applications
from Angola and Namibia citizens for the Position of Program Officer at CUVECOM Secretariat Office in
Oshakati. The successful applicant is expected to facilitate, coordinate and/or implement the activities of
CUVECOM Annual Work Program as approved by CUVECOM Technical Committee (CUVETEC) and
CUVECOM Council of Ministers.
JOB REQUIREMENTS
Qualifications• A BSc degree or equivalent in Natural/Water Resources Management or related field.
• Knowledge of water resources management and ability to work with multi-stakeholders
• Familiar with the Cuvelai River Basin
• Understanding of River Basin Organizations Functions
• Understanding of the Revised SADC Protocol on Shared Watercourses and relevant policies and
legislations in the basin states
• Knowledge of both Portuguese and English languages
• Driver’s licence
• Knowledge of local language will serve as an added advantage
Additional skills that will be an advantage include:• Experience in project management;
• Experience in working closely with governments, donors, civil society and inter-governmental organizations;
• Experience in coordinating/evaluating a portfolio of complex development projects, preferably in natural
resources management;
• Profound understanding of the development needs, aspirations and vision of each riparian member country.
• Experience from the Member States would be an advantage;
• Networking skills and the ability to facilitate participatory stakeholder management.
Job-Description:The duties of the Project Officer at CUVECOM Secretariat will include but not be limited to:
• Implement the CUVECOM Work Plan 2018
• Organize meetings and serve as secretariat for the Commission
• Maintain records and information systems
• Steer the elaboration of a River Awareness Kit in 2018
• Prepare the Work plan for 2019/20 and start the Development of CUVECOM IWRM Plan
• Carry out day-to-day office administration
• Act as the Liaison between the parties and stakeholders
• Prepare narrative and Financial reports to GIZ
• Carry out other tasks as directed by the Technical Committee

Qualifications
The Finance & administration Officer must possess the following qualifications:• University degree in Finance, Accounting and/or Business Administration, or equivalent combination
of education, training and experience. Advanced degree desirable
• At least five years progressive experience in accounting or financial work, including computerized
financial/accounting systems, preferably in an international organisation.
• Staff supervision experience including ability to motivate and coach staff, monitor , evaluate and
report on individual performance
• Core competences should include: analytical skills and computer literacy; knowledge of accountancy
software (e.g. Pastel); ability to work independently and under pressure as well as in team work
• Knowledge of written and spoken English and Portuguese is required
Additional skills that will be an advantage include:• Excellent communication skills, both written and oral in English
• Experience relevant accounting software and proficiency with Microsoft Excel;
• Experience with logistics
• Experience with writing financial reports and familiarity with international accounting procedures
• Familiarity with general administrative tasks (putting up the filing system, managing bank account)
Job-Description:The duties of the Finance and Administrative Officer at CUVECOM Secretariat will include but not be
limited to:
• Management of CUVECOM funds in an efficient and transparent way and receiving assets and funds
on behalf of CUVECOM.
• Provision of strategic leadership towards sound financial management of all CUVECOM programmes
in compliance with international standards of accounting and finance management.
In addition the Finance & Administration Manager has oversight over the administration activities and
provides required guidance and regular reporting to the CUVETEC.
