PERMANENT POSITION:
SENIOR MANAGER: HUMAN RESOURCES


a) The successful candidate must:
Direct and coordinate all human resources, organization
development and training strategies, policies and
Procedures, and to provide assistance to all levels of
management through specialized staff service departments. .

b) Key performance areas

• Strategic HR input.
• Develop, maintain Policies and Procedures
• Manage Recruitment and Selection
• Ensure Organizational Effectiveness
• Manage Industrial Relations and Discipline
• Involved in HR budget and compensation
• Oversee Personnel Administration
• This position may be amended in near future to add
additional non HR relevant functions

c) Minimum Requirements and Experience for the post:
• Relevant B Degree in Human Resources Management
(preferably Honors Degree)
• 5 Years work experience in the field of Human Resources
Management, of which 3 should have been in a managerial
capacity.
• The incumbent must have a proven record of
accomplishment in effectively managing a human
resources function of the magnitude and complexity of the
Municipality of Keetmanshoop.

POSITION: CURATOR
DEPARTMENT:

Local Economic Development and Community Services

a) Purpose of this Position:
The Curator will administer collections , such as artwork,
collectibles, historic items, or scientific specimen of
museums or other institutions. May conduct instructional
research, or public service activities of institution and
coordinate the educational program tours for Keetmanshoop.

b) Key performance areas:

• Curatorship
• Museum effectiveness and upgrading
• Stakeholder & Tour Guide Engagement
• Ensure that Museum and surroundings is organized, clean
and tidy
• Events Management
• Custodian of museum articles and donations
• Friendly and outgoing reception , guidance and information
giving of Tourists

c) Minimum requirements and competencies:

• National Diploma in History, Anthropology or equivalent/
relevant qualification
• Three years experience in Museum or relevant
environment.
• Passion for antiques, history and other museum collections.
• Excellent communication, interpersonal skills.

POSITION: MULTI SKILLED ROADS OPERATOR
DEPARTMENT: Infrastructure and Technical Services

a) The successful candidate must:

Responsible to operate heavy duty equipment in a safe,
responsible and effective manner.

b) Key performance and management areas:
• Operate Grader, tipper truck, loader and other heavy plant
• Establishment of road grading program
• Ensure that equipment and vehicles are well maintained
• Performs minor maintenance
• Cleaning of heavy duty vehicles
• Assist in maintenance of roads and other construction
works
c) Minimum Requirements and competencies for the post:
• Grade 10
• At least two year’s experience in similar working
environment
• Heavy Equipment Certificate or equivalent qualification will
be an added advantage
• Be a Namibian citizen
• Valid Heavy equipment Driver’s License Code 11
• Sober habits

POSITION: ECONOMIC DEVELOPMENT OFFICER

The Economic Development Officer is to initiate, coordinate and
implement programs and projects that support commercial,
community, and industrial development; the attraction of and
assistance to domestic and international businesses activity; to
promote tourism and attract investors into the town; development
of public facilities and social infrastructure; small business
development initiatives; and/or other economic development,
redevelopment or capital investment programs or projects.

b) Key performance areas:
• Promote and Monitor SME Growth
• Promote Economic Development
• Stakeholder Engagement
• Business Retentions
• Business Expansion
• Producing Promotional materials
• Conducts research and provide recommendations
• Business Support Services
• Securing funding for projects
• Tourism Development
• Marketing of locality
• Establishing good relations between Council and
businesses
• Project development, scheduling, monitoring, and control
systems
• Develop and implement economic development action
plans

c) Minimum Requirements and competencies for the post:

• Bachelor’s Degree in Economic/Community Development
or planning, or a related degree.
• Driver’s License
• Be a Namibian citizen
• At least 4 years of Economic Development experience or
comparative combination of education and experience
• Experience in Marketing would be an added advantage.
• Research in quantitative and qualitative analyses would be
an added advantage.

Remuneration:
The Council offers market related salary benefits; Vehicle Allowance and
Housing allowance of 40% of the basic monthly salary for house owners
and 20% for non-house owners; Medical Aid ( 85% subsidized by Council)
and Pension ( 21,7 % of basic salary contributed by Council).
Evaluation of foreign qualifications by the Namibia Qualifications Authority
(NQA) must be attached and any application without the evaluation result
from NQA will not be considered.
